Summary of relevant information from the October ORA RAF meeting

NIH Announcement & Updates

NIH Other Support Disclosure training is required of all key personnel prior to submitting a proposal (only if it includes other support), a JIT, or an RPPR.  The following trainings satisfy this requirement:


If you are submitting an NIH proposal that doesn’t include other support pages, Other Support Disclosure or Research Security training is not required prior to submission. NIH rescinded this requirement and will be issuing an update in the coming months.

NIH Reinstated Awards

On 9/22, District Court Judge Lin ordered NIH-suspended grants to be restored.  Awards were reinstated immediately with no gaps in budget periods.

The following week, UCLA processed mass funding updates to move payroll expenses off holding FAUs back on to reinstated awards.  For retro adjustments, administrators and fund managers have been working together to complete cost transfers. For Faculty salary, these updates require submission of a Faculty DCR to Semel Faculty DCR FacultyDCR@mednet.ucla.edu.

On 9/30, NIH approved payment requests for most reinstated awards (99.4% of payments have been received).

NIH Foreign Subawards

New award type for proposals with foreign subs: effective 1/25/26, applications that include foreign subawards will need to apply to Notices of Funding Opportunities (NOFOs) that allow a multi-project component.  The domestic and foreign components will be submitted via a single proposal and will be reviewed together.  If selected for funding, NIH will directly fund distinct awards to the prime site and to the foreign subaward site.  NOFOs for this new award type are expected to be released by 11/25/25.  More info can be found here.

For existing awards with foreign subawards that were active on or before 5/1/25:

  • When submitting the next RPPR, PIs can request to continue funding a foreign subaward engaged in human subjects research via a supplement.  A separate budget will need to be submitted for the foreign subaward. 
  • NIH will then remove the foreign subaward from the main award, and will issue a supplement to UCLA for the foreign subaward.  The subaward will have a different document # and fund #.
  • UCLA will need to submit separate financial reports, one for the main award and one for the subaward.
  • Automatic carryover will not be allowed. 
  • Rebudgeting between the main award and the foreign subaward can only be requested via the RPPR.
  • UCLA is developing a new business process for assessing F&A on the first $25K of a foreign subaward.  In the meantime, use only object code 7300 for the foreign supplement award.

Other NIH updates

During the government shutdown, the Council on Governmental Relation (COGR) is maintaining a webpage with links to agency-specific shutdown guidance.

NIH Guide Table of Contents (TOC) emails will no longer include Notices Of Funding Opportunities (NOFOs). NOFOs will only be posted to Grants.gov.  To continue receiving information on NOFOs, users should subscribe via Grants.gov

Effective 10/1/25, NOT-OD-25-163 allows costs for rehoming/retirement of experimental animals

UCLA & Semel updates

New effort reporting system: Employee Compensation Certification (ECC) is on track to go to live this month, for salaries and wages with an Earn End Date of 4/1/25-9/30/25.  EFM’s final Department Administrator training this month is scheduled for tomorrow from 9-11.  Register here:  https://efm.research.ucla.edu/ecc-training/
